Ho Chien Mien is a Partner in Litigation & Dispute Resolution. Chien Mien's areas of practice encompass a wide range of general commercial and common law litigation, with particular emphasis in the areas of construction and engineering, where he has extensive litigation, arbitration and mediation experience, having represented developers, contractors, specialist sub-contractors, management corporations, consultants and others within the construction industry. His experience includes disputes relating to private residences, office, retail, hotels, condominiums, warehouses, power plants, water treatment facilities, tunnels, sports complexes, college campuses and aircraft hangars.
On the contentious side, he has extensive litigation, arbitration and mediation experience – both domestic and international. His recent experience include: |

acting as counsel for a petroleum corporation defending a US$20 million claim in an ICC arbitration brought by the main contractor arising out of the construction of petrochemical plant in Taiwan, R.O.C; |

acting for developers of one of the largest office developments in Singapore advising on claims from and counterclaims against the main contractors exceeding S$130 million in value; |
| • |
acting as counsel for a multinational in relation to disputes with main contractor arising out of the construction of a plastics plant in People’s Republic of China – the claim exceeds US$5 million; |
| • |
acting for a major contractor in Singapore in an ICC arbitration in defence of a claim exceeding US$10 million arising out of the construction of a power plant in Pakistan; and |
| • |
acting as counsel for an international contractor in an arbitration against the main contractor arising out of the construction of fixed berth jetties for very large crude carriers and new pipelines in Singapore. The claim value exceeded S$20 million. |
He has also advised and represented contractors and developers charged with offences relating to illegal foreign workers and breaches of building, environmental and safety regulations.
Chien Mien also has a broad non-contentious practice that encompasses work connected with the construction and engineering industry. This includes advising on and drafting construction contracts, consultancy contracts, assignments, performance bonds, guarantees, indemnities, warranties and project insurance for projects which include airport terminals, chemical plants, large office and retail developments, hotels, automated warehouses, condominiums and the re-fitting and retro-fitting of commercial buildings. He also works closely with the firm’s Telecommunication, Energy and Infrastructure Practice Group in connection with the Firm’s infrastructure practice.

advising German and Singapore corporations on investments in oil storage and berthing facilities exceeding S$500 million in value and preparing the EPC contracts; |

advising and preparing contract documentation for major contractors, developers and owners in relation to major commercial, industrial and residential projects in Singapore, including: |

a large commercial/residential development in Singapore’s new downtown exceeding S$2 billion in value; |

various parcels and trade contracts in excess of S$1 billion for the Sentosa and Marina Bay Integrated Resorts; |

one of the tallest condominiums in the world exceeding S$280 million in value; |

a large scale retail mall and entertainment centre exceeding S$340 million in value; |

According to Who’s Who Legal Singapore (2008), Chien Mien "is known for his 'formidable' litigation, arbitration and mediation experience, both at home and abroad". The Asia Pacific Legal 500 (2007/2008) notes that "construction specialist Ho Chien Mien has a solid reputation" and that he "continues to be a leading light in construction disputes". He is also listed as a key practitioner for Project Finance, Infrastructure and Energy in Asia Law Profiles (2007).
Chien Mien graduated from Bristol University with an LLB (Hons) degree in 1989. He qualified as a Barrister-at-Law at Gray's Inn in 1990 and was called to the Singapore Bar in 1991, when he joined Allen & Gledhill. He became a Partner in Litigation & Dispute Resolution in 1997. He is an Accredited Adjudicator with the Singapore Mediation Centre. He is also a Fellow of the Singapore Institute of Arbitrators and Accredited Arbitrator under the Law Society Arbitration Scheme. In addition, he is a Council Member of the Singapore chapter of the Society of Construction Law.
