Kelvin Wong is a Partner in Corporate & Commercial. He has been involved in many of the recent significant infrastructure projects in Singapore. He focuses primarily on the project angle of the projects, and his expertise lies in advising on regulatory matters as well as negotiating and drawing up the various procurement, purchasing, off-take, and service arrangements required in the setting up, operation and maintenance of commercial plants.
In particular, he has considerable experience in the petrochemical and specialty gas production; waste processing services; industrial water treatment and supply; energy (generation/transmission/retail); gas (production/importation/transportation/sale), district cooling; warehousing, storage and terminalling services; and the semiconductor and full service electronic turnkey contract manufacturing sectors.
He also has extensive knowledge of the electricity and gas sectors of Singapore, having been involved in the restructuring of both industries in Singapore. He regularly advises electricity and gas licensees and other industry participants on their respective operations.
Kelvin is also familiar with the various forms of asset acquisition and financing, including revolving lease facilities, finance and operating leases, hire-purchase, sale-and-leaseback, conditional sale arrangements and equipment procurement, bailments and loans. He regularly advises on a broad range of general commercial transactions, including international and domestic sale of goods and commodities, distribution, agency, tolling arrangements; and the provision of other commercial services.
Kelvin graduated from the University of Nottingham with an LLB (Hons) degree in 1994. He qualified as a Barrister-at-Law at Middle Temple (passing the Trinity Bar Examinations at the top of his year in 1995) before passing the Associate Membership Entry Course of the Chartered Institute of Arbitrators, England. He was called to the Singapore Bar in 1996, when he joined Allen & Gledhill. He became a Partner in Corporate & Commercial in 2000. Kelvin also serves as a mediator at the Small Claims Tribunal. In Chambers Asia (2008 and 2009), he is listed as a leading lawyer for Projects & Energy in Singapore.
