Kok Chee Wai has been a Partner in Financial Services since 1998. He has broad experience in domestic and international financings. His general banking and finance practice includes acting for lenders and major corporates on domestic and cross border syndicated loans, structured and acquisition financings, debt restructurings, and bank mergers and acquisitions.

He also regularly acts for banks and sponsors on project financings in various sectors and has acted in many of the Public Private Partnership (PPP) infrastructure projects in Singapore.

His recent transaction experience includes advising:

 

Singapore Power Limited on a S$600 million Loan Facility to partially finance its acquisition of TXU Australia;

Standard Chartered Bank, Citigroup, Sumitomo Mitsui Banking Corporation, United Overseas Bank Limited on a S$1.56 billion loan to Orchard Turn Holdings Pte Ltd (a joint venture between Capitaland Limited and Sun Hung Kai);

Keppel Integrated Engineering in the approximately S$102.54 million limited recourse project financing lead arranged by DZ Bank AG, ING Bank N.V. and Mizuho Corporate Bank, Ltd to develop a refuse incineration plant under the Design-Build-Own-Operate (DBOO) public-private partnership (PPP) scheme (this deal was awarded Asian PPP Deal of the Year 2006 by Thomson Financial);

a syndicate of banks led by DBS Bank Ltd in the approximately S$167.16 million financing to SingSpring Pte Ltd for the construction of the 136,380m3/day (30 MiGD) desalination plant in Tuas, Singapore for the supply of desalinated water to the Public Utilities Board (this deal was awarded the Euromoney/Project Finance Magazine – 2003 Water Deal of the Year);

ABN AMRO in the approximately S$825.26 million financing of the design, procurement, installation, commissioning and operation by StarHub Pte Ltd of a fixed line and a cellular mobile telecommunications network in Singapore; and

Standard Chartered Bank as lead arranger in an approximately S$473.85 million loan to Savu Properties Pte Ltd, a Goldman Sachs affiliate, to acquire a major office tower in Singapore.

 

Chee Wai graduated from the National University of Singapore with an LLB (Hons) degree in 1991. He was admitted to the Singapore Bar in 1992, when he joined Allen & Gledhill. He has participated in and spoken at various seminars on banking related topics. Chee Wai is noted for his Banking & Finance expertise in international legal directories such as Chambers Global (2004 to 2007), Chambers Asia (2008) and Best Lawyers. In the PLC Cross-border Restructuring and Insolvency Handbook (2007/2008 and 2008/2009), he is listed as a highly recommended lawyer in the area and is described as a "finance lawyer with significant experience in debt restructuring".
