Kelvin is Co-head of the Corporate & Commercial Department, and heads the Firm’s Energy, Infrastructure and Projects practice.
Kelvin regularly acts as counsel to key global and local players in the energy, gas, petrochemical and specialty gas production, waste treatment and disposal, water treatment and supply sectors. His expertise lies in advising on project structures and development, as well as advising on complex regulatory and transactional issues, and he is widely regarded as one of the leading lawyers in the projects arena. Kelvin possesses extensive knowledge of the electricity and gas sectors in Singapore, having been actively involved in the restructuring of both industries. He frequently advises electricity and gas licensees and other industry participants on their business operations, including the generation/importation, transmission and retail of energy, gas and other utilities.
In addition, his practice also encompasses district cooling, storage and terminalling, turnkey contract manufacturing arrangements and a wide range of commercial service arrangements. He regularly advises on various forms of asset acquisition and financing and a broad range of general commercial transactions (including international and domestic sale of goods, distribution and agency, tolling arrangements, equipment leases and bailments).
Kelvin serves as an independent director on the boards of AETOS Security Management Pte. Ltd., Rolls-Royce Singapore Pte. Ltd. and SP PowerGrid Limited. He is a member of the Council of the Law Society of Singapore as well as its treasurer.
Kelvin graduated from the University of Nottingham with an LLB (Hons) degree in 1994. He qualified as a Barrister-at-Law at Middle Temple (ranking 1st place in the Trinity Bar Examinations in 1995) and is an Associate Member of the Chartered Institute of Arbitrators, England. Kelvin is listed as a leading lawyer for Projects & Energy in Singapore in Chambers Asia (from 2008 to 2012).
