Evan's practice encompasses advising financial institutions on the full spectrum of Singapore financial regulations, including licensing, conduct of business, insolvency and resolution. His clients include leading global financial institutions such as banks, broker-dealers, clearing houses, exchanges, fund managers, insurers and trust companies.
He also has substantial experience advising on OTC derivatives, as well as drafting and negotiating derivatives documentation. He also acts as opinion counsel to industry bodies in connection with their netting and collateral opinions relating to master agreements and credit support documents.
Evan graduated from the National University of Singapore with an LLB (Hons) degree in 2007 after being placed on the Dean's List and was awarded the Lucien Wong Prize for best results in International Corporate Finance. He completed his pupillage at Allen & Gledhill and joined the Firm after being called to the Singapore Bar in 2008.
- Singapore opinion counsel to the International Swaps and Derivatives Association in connection with the Singapore netting and collateral opinions including the opinions on the 1992 and 2002 ISDA Master Agreements and Credit Support Documents and the ISDA/IIFM Tahawwut Master Agreement.
- Singapore opinion counsel to the International Capital Markets Association and the International Securities Lending Association in connection with the Singapore opinions on the Global Master Repurchase Agreement and Global Markets Securities Lending Agreement.
- Acted for DBS Bank in the establishment of its USD10 billion Global Covered Bond Programme, the inaugural issuance for the Singapore covered bond market. The deal was awarded the IFLR Asia Deal of the Year Award 2016 – Structured Finance and Securitisation.
- Acted for Trafigura in its pioneering USD470 million, non-recourse commodities funding programme. The deal was awarded the IFLR Asia Deal of the Year Award 2018 – Structured Finance and Securitisation.
