Chien Mien is Co-Head of the Firm’s Construction & Engineering Practice.
In 2018, he was among the inaugural batch of select practitioners to be recognised as a Senior Accredited Specialist in Building and Construction Law by the Singapore Academy of Law.
His contentious work involves litigation, arbitration, adjudication and mediation work relating to power, utilities, desalination, petrochemical and manufacturing plants, water treatment facilities, roads and tunnels, dams and waterways, mass rapid transit projects, sports complexes, aircraft hangars, major office buildings, retail malls, hotels, condominiums and specialised warehouses.
Chien Mien sits on the main panel of arbitrators for the Singapore International Arbitration Centre and the Asian International Arbitration Centre. He is also a Senior Accredited Adjudicator with the Singapore Mediation Centre, and a Fellow of the Singapore Institute of Arbitrators.
On the non-contentious side, Chien Mien has been involved in some of the largest building and infrastructure projects in Singapore and the Asia Pacific region including airport developments, roads, greenfield developments of data centres, power and utilities plants, oil storage terminals, LNG terminals and regasification plants, petrochemical and pharmaceutical plants, manufacturing facilities, mega-malls and transportation hubs, prime office towers and luxury hotels and condominium developments.
On his work in Construction, Projects and Energy, Chien Mien is constantly recommended as a key practitioner in several leading publications. Chambers Asia-Pacific notes that he “enjoys an outstanding reputation for contentious and non-contentious work” and that “clients acknowledge his high intellect, saying ‘he is a very clever individual’”. It also refers to comments on “his ability to think out of the box” and that “he is very creative and able to provide alternative solutions which are not immediately apparent”. Chambers Asia-Pacific further compliments his ability “to provide great insights be it from his technical knowledge or his commercial awareness,” and considers him a “complete lawyer who offers a combination of deep knowledge and wide experience”.
