Minn is the Managing Director of Allen & Gledhill (Myanmar) and a Partner of Allen & Gledhill. He has extensive experience advising on banking and finance, mergers and acquisitions, infrastructure projects, corporate and commercial, arbitration and competition. He has acted for multinational corporations, multilateral agencies, financial institutions, private equity funds and Myanmar conglomerates. He has also advised government agencies and worked on various legislative reforms in Myanmar.

Minn曾任新加坡国际仲裁中心首席执行官和新加坡贸易和工业部主任。

He was previously the Chief Executive Officer of the Singapore International Arbitration Centre and Director at the Ministry of Trade and Industry Singapore.

Minn是国际商会国际仲裁院（ICC International Court of Arbitration）成员。他还担任英国特许仲裁员学会（Chartered Institute of Arbitrators）和新加坡仲裁员学会（Singapore Institute of Arbitrators）的资深会员，并获委任为世界贸易组织（WTO）成员国间争端解决专家组成员。

Minn is a Member of the ICC International Court of Arbitration. He is also a Fellow of the Chartered Institute of Arbitrators and the Singapore Institute of Arbitrators, and has been appointed to dispute panels for disputes between World Trade Organisation (WTO) member states.

He is “recommended for his ‘extensive knowledge of the detailed practice of Myanmar’s government agencies’” in The Legal 500 Asia Pacific and “praised for his ‘good contacts in various government departments’”.

Minn于1996年毕业于新加坡国立大学，获得法学学士学位。他于1997年获得新加坡律师资格，并于2001年获得哥伦比亚大学法学硕士学位并获得“Harlan Fiske Stone 学者”的荣誉称号。

Minn graduated from the National University of Singapore with an LL.B. in 1996. He was called to the Singapore Bar in 1997, and he obtained an LL.M. in 2001 from Columbia University as a Harlan Fiske Stone Scholar.

Minn is fluent in English, Myanmar and Malay.

Advised a consortium of six international financial institutions in various aspects of a syndicated financing obtained by Sembcorp Myingyan Power Co., Ltd. to finance the construction and operation of what is to be one of Myanmar’s largest power plants. Also advised the project company on regulatory aspects of the project. The project was named Asia-Pacific Power Project of the Year by Project Finance International.

• 代理卖方参与泰国饮料公司Thai Beverage Public Co以42亿美元收购缅甸酿酒集团Myanmar Distillery Co（缅甸最大威士忌生产商）75%股权的交易。

Acted for the sellers in the acquisition by Thai Beverage Public Co of a 75 per cent. stake in the Myanmar Distillery Co group of companies (the largest whisky player in Myanmar) in a deal worth US$742 million.

• 作为交易顾问，为TMH Telecom Public Co., Ltd.（作为发行人）和Myanmar Securities Exchange Centre Co., Ltd.（作为唯一账簿管理人、唯一牵头管理人和承销商）在仰光证券交易所的首次公开募股（IPO）提供咨询，这是缅甸史上首次真正的IPO发行。

Acted as transaction counsel and advised TMH Telecom Public Co., Ltd., as issuer, and Myanmar Securities Exchange Centre Co., Ltd., as sole bookrunner, sole lead manager and underwriter, on the initial public offering (“IPO”) of TMH on the Yangon Stock Exchange, as the first true IPO in Myanmar.
