Myanmar imposes new restrictions on import license applications

On 31 December 2025, the Myanmar Department of Trade of the Ministry of Commerce issued Notification No. 4/2025 (“Notification”), which took effect on 1 January 2026. 

The Notification provides as follows: 

• All import and export licence/permit applications must be submitted and processed exclusively through the Myanmar TradeNet 2.0 online system; 
• Applications will be valid for up to 180 days from the date of submission; any application not approved within this period will be automatically cancelled by the TradeNet 2.0 system; and 
• For goods classified under the same Harmonized System code, each importer/exporter is permitted only one licence/permit application per calendar month, and only one application will be approved for that product category during that month.

These measures are designed to improve regulatory transparency and reduce duplicate licensing applications, enhancing administrative efficiency through the TradeNet 2.0 platform.
