Dzuhairi has extensive experience advising on the development and construction of industrial and commercial buildings, including data centres, semiconductor manufacturing facilities, oil and gas infrastructure and related facilities, and the development and construction of railway and highway infrastructure.

He has advised on various engineering, procurement, construction and commissioning contracts, including those for railway systems, refinery and petrochemical plants and other oil and gas related facilities, and has also advised on the procurement of energy, including renewable energy, for the operation of data centres and semiconductor manufacturing facilities.

Work Highlights

  • Advised numerous global data centre owners and operators on the development of hyperscale data centres and data centre campuses in Johor, Cyberjaya and Kuala Lumpur, including advising on contracts for the design and construction of such data centres and related infrastructure and facilities, and advising on agreements for the procurement of energy from Tenaga Nasional Berhad. The aggregate power load under executed electricity supply agreements for these data centre projects exceed 2.4GW.
  • Advised a national petroleum company on various engineering, procurement, construction and commissioning contracts, including those for refinery and petrochemical plants, and for a deepwater petroleum terminal including petroleum and petrochemical tank terminals and refrigerated gaseous tanks together with marine facilities and jetty and also on the construction, operation and maintenance of raw water facilities for an integrated refinery and petrochemical complex.
  • Advising a railway concessionaire on its concession agreement with the Government of Malaysia and legal issues arising from various other contracts in relation to the operations and maintenance of the express rail link between Kuala Lumpur International Airport and Kuala Lumpur Sentral Station, including advising on land rights over corridor, train fare, contract renewal and participation in a scheme for the procurement of renewable energy implemented by the Sustainable Energy Development Authority, Malaysia.
  • Advising a leading U.S. technology company on the development and construction of multiple state-of-the-art semiconductor fabrication and related facilities in Malaysia, Singapore, Japan, Taiwan, China and India, including tender advisory, drafting and negotiating various project agreements, claims management, and post-completion operational support.
