Rachel is a Counsel in the Firm’s Competition & Foreign Investment Review Practice. She has experience in a range of antitrust matters, including merger control as well as investigations into cartels and abuses of dominance. Her experience encompasses conducting multi-jurisdictional merger control and foreign investment control analysis, and obtaining merger filing clearances both in Singapore and foreign jurisdictions.

Work Highlights

  • Advised CAPGC Pte. Ltd. (a joint venture company formed by PT Chandra Asri Pacific Tbk and Glencore plc) in respect of the antitrust and foreign investment review aspects of its acquisition of the energy and chemical parks business of Shell Singapore Pte. Ltd.
  • Advised Singapore Telecommunications Limited in respect of the merger control filings in various jurisdictions for its sale of a minority stake in its regional data centre business to KKR & Co. Inc.
  • Advised SATS Ltd. in respect of its notification to the Competition and Consumer Commission of Singapore for its proposed acquisition, through its subsidiary SATS International SAS, of all of the issued shares of Promontoria Holding 243 B.V., which indirectly owns 100 per cent. of the shares in WFS Global Holding SAS.
  • Advised DBS Bank Ltd on the merger control aspects of its joint venture with Singapore Exchange Limited, Standard Chartered Bank (Singapore) Limited and Temasek Holdings (Private) Limited to establish Climate Impact X, a global exchange and marketplace for high-quality carbon credits.
