Kang Min’s practice spans both contentious and non-contentious aspects of major infrastructure and energy projects across Singapore, Malaysia and the wider ASEAN region. She advises and represents clients in international arbitration, commercial litigation and front-end project matters involving the energy, oil and gas, power and construction and engineering sectors.

On the contentious front, Kang Min represents employers, contractors, investors and developers in high-value, cross-border disputes. She has acted in matters involving oil and gas facilities, refinery and power station developments, ports, data centres and other large-scale infrastructure assets. She also has experience in a broad range of general commercial disputes involving distributorship agreements, product liability, commodities disputes, employment matters and shareholder disputes.

On the non-contentious side, Kang Min advises on tender strategy and construction project documentation for large-scale infrastructure and energy developments. Her experience spans gas pipeline projects, biofuel production facilities, renewable energy developments, airport and land transport projects, power and utilities plants, international schools, residential developments, and greenfield data centre projects.

Kang Min is admitted to the Bars of Singapore, Malaysia and England and Wales. She graduated with First-Class Honours from the University of Liverpool and was called to the Bar of England and Wales before being admitted to the Malaysian Bar. She was also part of the inaugural cohort of the National University of Singapore (NUS) Juris Doctor programme, graduating with Highest Distinction.

Contentious Experience

  • Representing an unincorporated joint venture of contractors comprising three private limited companies, each a multinational conglomerate operating in the renewable energy and sustainable infrastructure sectors, in various arbitration proceedings initiated by the subcontractors concerning a clean fuel infrastructure project in Asia.
  • Representing the owner of combined cycle cogeneration plants in disputes against the contractor, supplier and consultant arising from the supply, installation, construction, and maintenance of the plant’s gas turbine generator unit in Thailand.
  • Representing an engineering company incorporated under the laws of the Republic of Indonesia in a Singapore-seated SIAC arbitration commenced by a sub-contractor, involving the constructions and development of a geothermal power plant in Indonesia.
  • Represented a top multinational heavy engineering and power generation companies in an arbitration proceeding seated in Singapore, commenced by an Indonesian power plant owner and operator. The dispute is arising out an equipment supply contract and a fire explosion at the turbine and bushing of the power plant. The value of the claims and counterclaims is in excess of US$100 million.
  • Represented a multinational contractor before a FIDIC appointed dispute adjudication board in Malaysia for claims of over S$120 million arising from a construction contract for a hydro-electric power plant with Singapore-arbitration clause.

Non-Contentious Experience

  • Advising a biopharma company in the development of a data centre in Singapore, including drafting and advising on all construction documents related to the expansion of the company’s research, development, and large-scale drug substance and drug product manufacturing capacity and capabilities.
  • Advising a leading global private education group on the development of a landmark international school in Singapore, including project risk strategy and drafting bespoke contracts for design, construction, and consultancy services.
  • Advised a Hong Kong-incorporated renewable fuel producer on the development of a biofuel production unit in Asia.
  • Advised a Singapore developer on the development and construction and installation of a central cooling air system in Singapore.
  • Advised on the project documentations for airport development in Cambodia.
  • Advised on the drafting and negotiation of project documentation on behalf of the employer for the implementation of a rail project connecting the West and East of Malaysia, including the onshore agreement, offshore agreement, coordination agreement, consultancy services agreement and the operation and maintenance agreement.
