Knowledge Highlights 9 February 2026
On 1 February 2026, new regulations came into force under the Air Navigation Act 1966 and the International Interests in Aircraft Equipment Act 2009 of Singapore. The changes arising are likely to affect foreign operators conducting operations in Singapore, operators and owners of aircraft registered in Singapore, as well as creditors having an interest in the aircraft.
The Air Navigation (129 — Foreign Operator’s Permit) Regulations 2026 introduce a new requirement stipulating that foreign operators must hold a foreign operator’s permit in order to conduct operations to and from Singapore.
The Air Navigation (47 — Aircraft Registration) Regulations 2026 clarify existing requirements for aircraft registration in Singapore, including the issuance of a Certificate of Registration.
Lastly, the International Interests in Aircraft Equipment Regulations 2026 set out new requirements concerning the recording and cancellation of the irrevocable de-registration and export request authorisation (“IDERA”) and the certified designee confirmation letter (“CDCL”), including the introduction of new forms of, and recording fees for, the IDERA and CDCL for use in relation to Singapore-registered aircraft.
