On 14 March 2019, the Ministry of Health (“MOH”) has appointed 12 members to a Workgroup who will undertake a comprehensive review and make the appropriate recommendations to MOH on the following:

  • the taking of informed consent by doctors, including the practical steps and any ethical and/or legal standards of the doctor in the taking of such consent; and 
  • the Singapore Medical Council’s (“SMC”) disciplinary process as set out in the Medical Registration Act, including the process by which complaints are considered and proceedings before the Disciplinary Tribunal are conducted.

The Terms of Reference for the Workgroup provides that, in carrying out the above reviews, the Workgroup is to canvass the views of medical practitioners from a range of diverse practice backgrounds across private and public healthcare settings.

The Workgroup is expected to complete its work by end-2019.
