On 5 March 2021, the Postal Services (Amendment) Bill (“Amendment Bill”) was introduced for first reading in Parliament.

The Amendment Bill seeks to amend the Postal Services Act for the following main purposes:

  • To put in place the statutory framework for the establishment, installation, operation and maintenance of a nationwide network of parcel lockers;
  • To impose obligations on persons responsible for the management and maintenance of residential buildings and commercial or industrial buildings to provide letter boxes for lots within these buildings and maintain these letter boxes; and
  • To enable the Info-communications Media Development Authority to require a public postal licensee to enter into agreements or arrangements with other persons under which the public postal licensee delivers to letter boxes postal articles (other than letters) that are sent and despatched by the other person to the public postal licensee for that purpose.

The Amendment Bill also makes consequential and related amendments to the Criminal Procedure Code.
