EMA grants conditional approvals for two GW of electricity imports from Indonesia; Singapore and Indonesia sign new MOU to strengthen cross-border electricity trade

On 8 September 2023, the Energy Market Authority (“EMA”) announced that it is granting conditional approvals to five projects to import a total of two gigawatt (“GW”) of low-carbon electricity from Indonesia into Singapore. This follows
the earlier conditional approval granted in March 2023 to import one GW of low-carbon electricity from Cambodia. Together, the three GW of conditional approvals bring Singapore closer to its ambition to import up to four GW of
low-carbon electricity by 2035.
The conditional approvals for the five projects build on the following Memoranda of Understanding (“MOU”) between Indonesia and Singapore:
- MOU on Low-Carbon Energy and Cross Border Electricity Interconnection signed on 8 September 2023
- MOU on Renewable Energy Cooperation signed on 16 March 2023
- MOU on Energy Cooperation signed on 25 January 2022
Low-carbon electricity imports through regional power grids are a key enabler in Singapore’s efforts to decarbonise its energy supply, while accelerating renewable energy development in the region, facilitating economic growth, and diversifying energy sources away from fossil fuels.
Conditional approval(s) are granted when EMA preliminarily assesses that the proposed electricity imports projects are technically and commercially viable. The conditional approval(s) facilitate companies in obtaining the necessary regulatory approvals and licences for their projects.
EMA will continue to review electricity import proposals with a view to granting more conditional approvals.
