Cyber Security Agency announces new initiatives

On 22 October 2025, the Cyber Security Agency of Singapore (“CSA”) announced the following developments in conjunction with Singapore International Cyber Week 2025:
- Cyber Resilience Centre to be established to provide support to organisations: Plans for the establishment of a Cyber Resilience Centre (“CRC”) were announced. Supported by CSA, the CRC will be operated by the Singapore Business Federation in partnership with other trade associations, including the Singapore Chinese Chamber of Commerce and Industry and SGTech. It will serve as a central node to help organisations such as small and medium-sized enterprises strengthen their cyber defences and provide recovery assistance when incidents happen to them.
- CSA unveils safe app portal pilot: The Safe App Portal (“Portal”) Pilot, which will run for six months, was unveiled. The Portal is an online tool that aims to provide clear and actionable safety and security insights on mobile apps. It is designed to help developers build more secure apps, strengthen the baseline security of mobile apps, and enhance public confidence in Singapore’s digital ecosystem.
- CSA and App Defense Alliance sign MOU: CSA and the App Defense Alliance (“ADA”) signed a Memorandum of Understanding (“MOU”) on 22 October 2025 to collaborate on efforts to strengthen the mobile app security landscape in Singapore. The MOU establishes a partnership between CSA and ADA to strengthen cooperation on mobile app security. Under this collaboration, parties will regularly share information on mobile security best practices and exchange technical knowledge on app testing methodologies. Both parties will also explore the harmonisation of global standards and cybersecurity best practices to enable mobile apps to meet established baseline security standards.
- Draft Quantum-Safe Handbook and Quantum Readiness Index: CSA issued drafts of a Quantum-Safe Handbook and Quantum Readiness Index for public consultation. The handbook provides guidance for organisations, particularly critical information infrastructure owners and government agencies. It highlights key areas of focus and sets out practical considerations and resources for organisations to begin building readiness. The index is a self-assessment questionnaire that complements the handbook. It helps system owners and security practitioners gauge their organisation’s state of readiness, prioritise key actions, and facilitate informed discussions with senior management. The public consultation closes on 31 December 2025.
- Draft addendum to support system owners in securing agentic AI system: CSA released for public consultation a draft addendum to the Guidelines and Companion Guide on Securing AI Systems (“Addendum”). The Addendum provides practical guidance for system owners to secure agentic AI systems. The consultation closes on 31 December 2025.
