Antitrust developments and enforcement activity in South-east Asia: October to December 2025

In this issue of the Competition Law Quarterly, we highlight notable antitrust developments and enforcement activity in South-east Asia which took place in the fourth quarter of 2025, including the following:
- Indonesia: The Indonesia Competition Commission continued active enforcement across a range of industries. Notable actions include the scrutiny of delayed merger notifications in the cryptocurrency assets sector, as well as imposition of sanctions for anti-competitive conduct in the gas, loans, major appliances, and automotive sectors.
- Singapore: The Competition and Consumer Commission of Singapore (“CCS”) remained active in merger reviews, clearing transactions in the motor vehicles and healthcare sectors. In parallel, CCS consulted on proposed revisions to two key competition guidelines, with a view to ensuring Singapore’s regulatory regime continues to provide legal certainty without unduly increasing business costs, while keeping markets efficient and well-functioning.
- Philippines: The Philippine Competition Commission (“PCC”) reviewed nine mergers in various industries relating to mining services, warehousing and storage services, financial services, energy production, aviation, agriculture, and food products from August to December 2025. PCC also began a preliminary inquiry into alleged anti-competitive conduct in the infrastructure sector, referring the matter to the Department of Justice to evaluate, and conducted a dawn raid as part of an ongoing investigation into alleged bid-rigging in Government flood control projects.
- Malaysia: The Malaysia Competition Commission maintained active enforcement, continuing its action against alleged bid-rigging cartels in public procurement, as well as pursuing price-fixing conduct in the childcare services sector.
- Thailand: The Trade Competition Commission of Thailand (“TCCT”) took enforcement action against anti-competitive conduct across sectors including manufacturing, construction and delivery-related services. In parallel, TCCT also approved the merger of two automative part manufacturing companies and took enforcement action against 23 ice manufacturers for price-fixing, in breach of section 54(1) of the Thailand Trade Competition Act, B.E. 2560 (2017).
- Vietnam: The Vietnam Competition Commission (“VCC”) conditionally cleared economic concentrations in the maritime and logistics as well as pharmaceutical sectors. In parallel, VCC imposed sanctions on undertakings in the home appliances and medical sectors for engaging in unfair competition practices, where the parties across both cases had provided misleading information to customers about their enterprise, products, and services with an intent to attract customers from another business.
