Provisions of Energy Transition Measures and Other Amendments Act 2024 on centralised gas procurement in force from 1 September 2025

On 1 September 2025, the provisions of the Energy Transition Measures and Other Amendments Act 2024 (“Act”) relating to the setting up of a new regulatory regime for centralised gas procurement came in force.
The Act amends the Energy Market Authority of Singapore Act 2001, the Electricity Act 2001 (“Electricity Act”), and the Gas Act 2001 (“Gas Act”) to establish the Future Energy Fund, strengthen the ability of the Energy Market Authority (“EMA”) to regulate the power sector, and safeguard energy security.
The provisions of the Act have been implemented in phases. On 8 November 2024, the provisions to establish the Future Energy Fund under the Energy Market Authority of Singapore Act 2001 came into force. On 1 July 2025, provisions strengthening EMA’s regulatory powers came into force, e.g. empowering EMA to direct owners or occupiers of critical energy infrastructure to allow licensees access to their infrastructure.

With the tranche of provisions coming into force on 1 September 2025, the Act is now fully in force.
Regulatory regime for centralised gas procurement
With effect from 1 September 2025, the Act has been amended to require prescribed power generation companies to procure gas solely from a centralised gas entity (“Gasco”), unless otherwise allowed by EMA. EMA may specify the minimum volume of gas that prescribed power generation companies must procure from Gasco. The Gas Act has also been amended to, among other things, provide for centralised gas procurement as a licensable activity and grant EMA regulatory authority over Gasco. In particular, the Gas Act has been amended to enable EMA to specify the volume of gas that Gasco must procure to ensure sufficient gas supplies for Singapore.
