CSA publishes Quantum-Safe Handbook and Quantum Readiness Index

On 16 July 2026, the Cyber Security Agency of Singapore (“CSA”) announced the release of a handbook and a self-assessment tool to help organisations prepare for quantum-safe migration.
While quantum computing could lead to transformative breakthroughs across many industries, it also poses a “quantum threat” by potentially breaking the cryptographic systems that secure online transactions, communications, and critical services. Although the timeline for the quantum threat remains uncertain, CSA states that organisations - particularly critical information infrastructure (“CII”) owners and government agencies - must begin preparation for migration now.
To support organisations in this journey, CSA, the Government Technology Agency, and the Info-communications Media Development Authority have jointly developed the Quantum-Safe Migration Handbook (“Handbook”) and the Quantum Readiness Index (“QRI”).
The Handbook provides practical guidance on what is at stake, what organisations should focus on, and how to build readiness step by step. It includes a list of no-regrets moves as immediate first steps, guidance on identifying an organisation’s “crown jewels” by system type, updated recommendations on quantum-safe algorithms, and Singapore’s latest requirements for CII owners.
The QRI is a self-assessment questionnaire that complements the Handbook by helping organisations understand their current level of readiness and enabling system owners and security practitioners to prioritise action areas for quantum-safe migration. Each domain includes a no-regrets objective as a practical starting point, aligned with the no-regrets moves in the Handbook. The QRI also facilitates conversations with senior management and decision-makers on the state of readiness, and can be used to seek buy-in on recommended steps to strengthen quantum-safe posture.
