Singapore and Thailand publish list of eligible programmes and methodologies under Implementation Agreement on carbon credits

On 18 November 2025, the Ministry of Trade and Industry announced the publication of an eligibility list setting out the eligible carbon crediting programmes and methodologies under the Singapore-Thailand Implementation Agreement aligned with Article 6 of the Paris Agreement (“Implementation Agreement”). The eligibility list is also available on Singapore’s Carbon Markets Cooperation Eligible Carbon Crediting Programmes and Methodologies webpage for Thailand.
The eligibility list specifies pre-approved carbon crediting programmes and methodologies under the Implementation Agreement. This provides clarity to project developers who plan to utilise the Implementation Agreement to develop high-quality carbon projects in Thailand.
Both countries are working towards launching the call for project applications under the Implementation Agreement in Q1 2026. More information on the application and authorisation process will be published in due course.
