On 18 December 2025, the Ministry of Trade and Industry (“MTI”) announced that Singapore and Brazil had signed a memorandum of understanding (“MOU”) to establish a partnership for climate action in line with the Paris Agreement. 

The MOU provides a framework for cooperation on climate action, including knowledge exchange and cooperation on Article 6 of the Paris Agreement. The partnership will also explore collaboration in the voluntary carbon market and other climate-related issues. 

Under the MOU, Singapore and Brazil will work towards a legally binding Implementation Agreement that sets out a bilateral framework for the international transfer of correspondingly adjusted carbon credits. Both countries will work together to identify potential mitigation projects aligned with their sustainable development priorities and will support the achievement of their Nationally Determined Contributions.
