On 1 April 2024, Mr Alvin Koh Meng Sing commenced his term as Chief Executive and Commission Member of the Competition and Consumer Commission of Singapore (“CCCS”), succeeding Ms Sia Aik Kor, who moved on to a new role in the State Courts on the same day. Mr Koh was appointed as the Chief Executive-designate of CCCS from 1 October 2023 to 31 March 2024. The change in leadership was first announced by the Ministry of Trade and Industry (“MTI”) on 4 September 2023. CCCS issued a separate announcement on 28 March 2024.

Mr Koh is familiar with CCCS, having served as Director (Legal & Enforcement) at the then-Competition Commission of Singapore from 2010 to 2012, during which he oversaw matters which the Allen & Gledhill Competition & Foreign Investment Review Practice engaged CCCS on. As Chief Executive, Mr Koh will lead CCCS in discharging its functions, which include administering and enforcing the Competition Act 2004 and the Consumer Protection (Fair Trading) Act 2003, as well as advising the Government and public agencies on national needs and policies in respect of competition and consumer protection matters generally.

Mr Koh joins CCCS from the Ministry of Manpower, where he had been Chief Legal Officer and Divisional Director since 2019. With over 20 years in the public service, Mr Koh’s earlier appointments include being the founding Chief Legal Officer at the Ministry of Finance, the Chief Legal Officer at the Inland Revenue Authority of Singapore, a Deputy Public Prosecutor, a Magistrate and Judicial Officer, and a Justices’ Law Clerk to the Chief Justice and Judges of the Supreme Court.

Mr Koh is the third consecutive Chief Executive from the Singapore Legal Service with a prosecutorial background, following Mr Toh Han Li and Ms Sia Aik Kor. Mr Toh was CCCS’s Chief Executive from October 2013 before Ms Sia took over on 1 October 2019.
