In this issue of the Competition Law Quarterly, we highlight notable antitrust developments and enforcement activity in South-east Asia which took place in the first quarter of 2025, including the following:

  • Indonesia: The Indonesia Competition Commission (“KPPU”) imposed its largest fine to date on a global technology company for abuse of dominance in relation to the use of its proprietary billing system. KPPU also continues its active review and enforcement action across a range of sectors, including construction, aviation and energy sectors.
  • Singapore: The Competition and Consumer Commission of Singapore (“CCCS”) continues to be active in its review of alliance agreements in the aviation industry, granting conditional approvals for an expanded joint venture between Singapore Airlines and Lufthansa, and a commercial cooperation agreement between Singapore Airlines and All Nippon Airways. CCCS also cleared mergers in the semiconductor and advertising sectors, and issued its first guidance under the streamlined process for environmental sustainability collaborations.
  • Philippines: The Philippine Competition Commission (“PCC”) published a study on the impact of blocktiming practices on competition in the Philippine free TV sector and raised merger notification thresholds.
  • Malaysia: The Malaysia Competition Commission (“MyCC”) issued an infringement decision and imposed penalties against eight enterprises in a bid-rigging cartel. Separately, the Court of Appeal dismissed MyCC’s appeal of a judicial review decision in respect of MyCC’s proposed decision and penalty against Myteksi Sdn. Bhd, holding that the investigation conducted by MyCC was tainted with procedural impropriety.
  • Thailand: The Trade Competition Commission of Thailand (“TCCT”) cleared four merger notifications and penalised an auction service provider for unfair trade practices. TCCT also signed memorandums of understanding with PCC and the Australian Competition and Consumer Commission to enhance regional cooperation.
  • Vietnam: The Vietnam Competition Commission granted conditional approval for an economic concentration in the food and beverage industry.
