On 14 October 2025, Myanmar’s National Committee for Determining the Minimum Wage issued Notification No. 1/2025 (“Notification”), granting a further MMK1,000 per working day with effect from 1 October 2025. Together with the existing MMK2,000 in additional allowances, this brings the total allowance to MMK3,000 and sets the combined minimum daily wage at MMK7,800 (MMK4,800 base wage + MMK3,000 allowance).

The Notification builds on earlier measures that supplemented the statutory minimum wage of MMK4,800 for an eight-hour working day (that is, MMK600 per hour) introduced in 2018. A first daily allowance of MMK1,000 took effect on 1 October 2023, followed by a second MMK1,000 from 1 August 2024, bringing the daily minimum at that time to MMK6,800; the present increase is the third successive allowance.

The additional allowance applies on workdays and, in accordance with the Leave and Holidays Act 1951, also covers paid leave and public holidays. It applies to workers across Myanmar, regardless of location or business type, but does not extend to small or family-owned businesses employing fewer than 10 workers. The Notification also repeals Notification No. 1/2024 which we discussed in our article “Myanmar implements additional allowance for workers”.

A parallel measure for government day labourers was set out in Ministry of Finance and Revenue Notification No. 110/2025, dated 30 September 2025, bringing their total daily wage to MMK7,800 for an eight-hour working day.
